Organization:  Programme Monitoring & Implementation Unit

VACANCIES ANNOUNCEMENT: The Government of the Punjab, School Education Department (SED), through the Programme Monitoring & Implementation Unit (PMIU-PESRP), is implementing the Asian Development Bank (ADB)-funded Responsive, Ready and Resilient (RRR) STEM Secondary Education in Punjab Program. The Program aims to improve equitable access to quality secondary education by strengthening STEAM teaching and learning, upgrading school infrastructure, promoting gender inclusion, and enhancing climate resilience across Punjab. To support the effective, efficient, and results-based implementation of the Program, PMIU-PESRP invites applications from qualified, experienced, and motivated professionals for the following contractual positions in the Project Implementation Unit (PIU), in accordance with the qualifications and experience requirements specified below.

1. Digital Monitoring & Evaluation Specialist (PPS-10)

  • No. of Post: 1
  • Age Limit: Upto 50 Years

Qualification:

At least a Master’s degree or equivalent (sixteen (16) years of education) in Economics, Development Studies, Public Policy, Statistics, Business Administration, Project Management, International Development.

Experience:

  • At least five (05) years of relevant post-qualification experience in monitoring and evaluation of education or social sector programs, including a minimum of three (03) years’ experience in donor-funded projects.
  • Demonstrated knowledge of results-based management (RBM), performance indicators, monitoring frameworks, and verification methodologies.
  • Experience with Results-Based Lending (RBL) modalities, Disbursement-Linked Indicator (DLI) monitoring, and digital M&E systems, dashboards, and data analytics.
  • Strong analytical, report writing, and communication skills.
  • Proficiency in MS Office and data visualization/analysis tools (e.g., Power BI, Tableau, or similar) will be an advantage.
  • Familiarity with Punjab Education Sector data systems and government monitoring frameworks will be preferred.

2. STEM/ STEAM Specialist (PPS-10)

  • No. of Post: 1
  • Age Limit: Upto 50 Years

Qualification:

At least a Master’s degree or equivalent (sixteen (16) years of education) in STEAM Education, Engineering (Electrical, Electronics, Mechanical, Mechatronics, Computer, Software, Biomedical, or Industrial), Physics, Robotics, Automation, Artificial Intelligence.

Experience:

  • At least five (05) years of relevant post-qualification experience in STEAM education, laboratory planning, equipment specification, and procurement support, including a minimum of three (03) years’ experience in donor-funded projects.
  • Demonstrated experience in preparing equipment lists, technical specifications, manuals, lab protocols, and cost estimates for STEAM laboratories or educational facilities.
  • Experience in the planning, design, establishment, and operationalization of STEAM laboratories, including laboratory equipment selection and standardization.
  • Demonstrated experience in integrating emerging technologies, including Artificial Intelligence (AI), robotics, coding platforms, digital learning tools, and educational technologies into school-based STEAM learning environments.
  • Strong analytical and technical expertise in STEAM laboratory design, educational equipment, quality standards, and technical evaluation.

3. Procurement & Contracts Management Specialist (PPS-10)

  • No. of Post: 1
  • Age Limit: Upto 50 Years

Qualification:

At least a Master’s degree or equivalent (sixteen (16) years of education) in Procurement, Engineering, Management Sciences, Business Administration, Supply Chain Management.

Experience:

  • At least five (05) years of relevant post-qualification experience in public procurement and contract management, including a minimum of three (03) years’ experience in donor-funded projects (ADB, World Bank, or other development partners).
  • Demonstrated experience in planning and managing procurement of Goods, Works, Non-Consulting Services, Consulting Services, and IT systems, preferably for infrastructure or education sector projects.
  • Sound knowledge of the Punjab PPRA Rules, e-PADS, and standard public procurement procedures.
  • Familiarity with the ADB Procurement Policy (2017, as amended), Procurement Regulations, Standard Procurement Documents (SPDs), and Procurement Review System (PRS) will be preferred.
  • Experience in contract administration, procurement planning, bid evaluation, and contract performance monitoring.
  • Excellent negotiation, communication, analytical, and report-writing skills.

4. Capacity Development Specialist (PPS-10)

  • No. of Post: 1
  • Age Limit: Upto 50 Years

Qualification:

At least a Master’s degree or equivalent (sixteen (16) years of education) in Education, Human Resource Management, Management and Social Sciences or a related discipline.

Experience:

  • At least five (05) years of relevant post-qualification experience in capacity development, training, or institutional strengthening in the public or social sector, including a minimum of three (03) years’ experience in donor-funded projects.
  • Demonstrated experience in designing, coordinating, and implementing capacity-building initiatives, including training plans, learning programs, workshops, and stakeholder engagement.
  • Experience in training needs assessment, curriculum or training material development, and evaluation of training outcomes will be an advantage.
  • Familiarity with Government of Punjab institutional frameworks, policies, and procedures, particularly in the education sector, will be preferred.
  • Excellent communication, coordination, facilitation, and report-writing skills.

5. IT Specialist (PPS-10)

  • No. of Post: 1
  • Age Limit: Upto 50 Years

Qualification:

At least a Master’s degree or equivalent (sixteen (16) years of education) in Computer Science, Information Technology, Information Systems, Software Engineering. Professional certifications in ICT, cybersecurity, cloud computing, networking, or database management will be an added advantage.

Experience:

  • At least five (05) years of relevant post-qualification experience in the design, development, deployment, and management of digital information systems, MIS/ERP platforms, and IT infrastructure, preferably in the public or social sector including a minimum of three (03) years’ experience in donor-funded projects.
  • Demonstrated experience in digital transformation, system integration, database management, and development of web-based applications and dashboards.
  • Experience in IT infrastructure management, cybersecurity, cloud-based solutions, network administration, and data backup/recovery.
  • Familiarity with Government digital systems, data governance frameworks, and donor-funded project environments will be preferred.

6. Environment & Climate Specialist (PPS-10)

  • No. of Post: 1
  • Age Limit: Upto 50 Years

Qualification:

At least a Master’s degree or equivalent (sixteen (16) years of education) in Environmental Sciences, Environmental Engineering, or a related discipline.

Experience:

  • At least five (05) years of relevant post-qualification experience in environmental safeguards, environmental compliance, and climate resilience, including a minimum of three (03) years’ experience in donor-funded projects.
  • Demonstrated knowledge of ADB’s Safeguard Policy Statement (2009), applicable environmental safeguard requirements, and Pakistan’s environmental regulatory framework.
  • Experience in environmental screening, environmental impact assessments, preparation and implementation of Environmental Management Plans (EMPs), and environmental monitoring for infrastructure projects, preferably in the education or public sector.
  • Experience in integrating climate resilience and environmental sustainability measures into project planning and implementation will be an advantage.
  • Strong analytical, report-writing, and documentation skills.

7. Social Safeguard Specialist (PPS-10)

  • No. of Post: 1
  • Age Limit: Upto 50 Years

Qualification:

At least a Master’s degree or equivalent (sixteen (16) years of education) in Social Sciences, Development Studies, Environmental Sciences, Sociology, Anthropology, Arts & Humanities or a related discipline.

Experience:

  • At least five (05) years of relevant post-qualification experience in education or social sector including a minimum of three (03) years’ experience in donor-funded projects.
  • Demonstrated knowledge of ADB’s Safeguard Policy Statement (2009) and applicable national social safeguard requirements.
  • Experience in social screening, preparation and implementation of Social Due Diligence Reports (SDDRs), Social Safeguard Monitoring Reports (SSMRs), stakeholder consultations, and grievance redress mechanisms (GRMs).
  • Proven ability to coordinate with government departments, local communities, civil society organizations (CSOs)/NGOs, and multidisciplinary teams.
  • Strong analytical, report-writing, communication, and stakeholder engagement skills.

8. Gender Specialist (PPS-10)

  • No. of Post: 1
  • Age Limit: Upto 50 Years

Qualification:

At least a Master’s degree or equivalent (sixteen (16) years of education) in Gender Studies, Social Sciences, Development Studies, or a related discipline.

Experience:

  • At least five (05) years of relevant post-qualification experience in the education or social sector including a minimum of three (03) years’ experience in donor-funded projects.
  • Demonstrated knowledge of ADB’s Gender Equality and Social Inclusion (GESI) framework, gender classifications (GEN, EGM, etc.), and operational requirements.
  • Experience in preparing and implementing Gender Action Plans (GAPs), gender-responsive planning, monitoring, reporting, and capacity-building.
  • Proven ability to coordinate with government departments, development partners, local communities, CSOs/NGOs, and multidisciplinary teams.
  • Strong analytical, communication, stakeholder engagement, and report-writing skills.

9. Technical Coordinator (PPS-09)

  • No. of Post: 2
  • Age Limit: Upto 45 Years

Qualification:

At least a Master’s degree or equivalent (sixteen (16) years of education) in Development Studies, Business Administration, Public Policy, Economics.

Experience:

  • At least four (04) years of relevant post-qualification experience in project planning, coordination, and implementation of socio-economic development projects, including a minimum of two (02) years’ experience in donor-funded projects in the public and/or private sector.
  • Demonstrated experience in project coordination, stakeholder engagement, preparation of progress reports, and inter-agency coordination.
  • Familiarity with Government of Punjab structures, policies, procedures, and development planning processes.
  • Strong planning, organizational, coordination, analytical, and problem-solving skills, with excellent communication and report-writing abilities.
  • Proficiency in MS Office and project management tools will be an advantage.

10. Database Analyst (PPS-08)

  • No. of Post: 1
  • Age Limit: Upto 45 Years

Qualification:

At least a Master’s degree or equivalent (sixteen (16) years of education) in Computer Science, Information Systems, Data Engineering, Information Technology. Professional certifications in database administration, data analytics, or business intelligence will be an added advantage.

Experience:

  • At least three (03) years of relevant post-qualification experience in database design, administration, optimization, and data management, preferably in the public, education, or social sector.
  • Demonstrated experience in MIS platforms, database administration, data integration, ETL processes, and institutional digital transformation.
  • Proficiency in SQL, database management systems, data modelling, data quality assurance, and dashboard development/reporting tools.
  • Familiarity with Government ICT policies, data governance frameworks, and donor-funded project environments, preferably ADB-funded projects.

11. Admin Officer (PPS-08)

  • No. of Post: 1
  • Age Limit: Upto 45 Years

Qualification:

At least a Master’s degree or equivalent (sixteen (16) years of education) in Business Administration, Public Administration, or a related discipline.

Experience:

  • At least three (03) years of relevant post-qualification experience in project administration, office management, or administrative support, preferably in donor-funded projects or the public sector.
  • Demonstrated knowledge of the Government of Punjab administrative rules, regulations, and office procedures.
  • Familiarity with Punjab PPRA Rules, e-PADS, and general procurement support procedures will be preferred.
  • Experience in office administration, HR and logistics coordination, records management, asset management, and event/meeting coordination.
  • Strong organizational, coordination, communication, and interpersonal skills.
  • Proficiency in MS Office and other procurement-related software applications.

12. Procurement Assistant (PPS-07)

  • No. of Post: 1
  • Age Limit: Upto 40 Years

Qualification:

At least a Master’s degree or equivalent (sixteen (16) years of education) in Business Administration, Supply Chain Management, Public Administration, Procurement.

Experience:

  • At least three (03) years of relevant post-qualification experience in public procurement, preferably in Punjab.
  • Experience in procurement documentation, bid processing, contract administration support, and procurement record management.
  • Familiarity with Punjab PPRA Rules, e-PADS, and standard public procurement procedures.
  • Experience of working on donor-funded projects will be preferred.
  • Proficiency in MS Office and other procurement-related software applications.
